Borough representation to the May 17, 2017 Zoning Hearing Board
Meeting.

Family School “Field Day” in Reeves Park on Friday, June 2, 2017
from 8:00 am to 3:00 pm. Rain date is Monday, June 5, 2017.
Recommended in Committee 2-0.
2. Consider a Temporary Community Event Application for the
Chester County Pride Fest in Reeves Park on Saturday, June 3,
2017 from 8:00 am to 5:00 pm. Third Avenue between “B” Street
and Main Street to be closed from 10:00 am to 6:00 pm.
Recommended in Committee 2-0 on the condition that the
Certificate of Insurance is received prior to issuance of the Permit.
3. Consider a Temporary Community Event Application for Movie in
the Park in Reeves Park Ball Field on Saturday, September 30,
2017 from 6:00 pm to 9:00 pm. Rain date is Saturday, October 14,
2017. Recommended in Committee 2-0.
4. Consider a Temporary Community Event Application for A Whole
Lot of Lulu in the Bridge and Main Street Parking Lot and Main
Street on Saturday, October 14, 2017 from 10:00 am to 4:00 pm.
The Parking Lot and Main Street between Bridge and Church
Streets to be closed from 6:00 am to 6:00 pm. Recommended in
Committee 2-0 on the condition of using the three Fire Police on
Prospect Street.
5. Consider Temporary Community Event Application for Kiwanis
Patriotic Celebration in Reeves Park on Friday, May 26, 2017 from
8:30 am to 11:30 am. Recommended in Committee 2-0.
6. Consider request from Kiwanis Club to waive any and all fees
associated with the Kiwanis Patriotic Celebration event.
Recommended in Committee 2-0 to waive all fees and to apply the
Security Deposit into an escrow for all Kiwanis events in 2017 and
replenish said escrow in the event funds are used.
7. Consider Temporary Community Event Application for Kiwanis
Community Day at Reeves Park on Saturday, October 7, 2017
from 8:00 am to 3:00 pm. Main Street to be closed from Second
Avenue to Third Avenue from 8:00 am to 3:00 pm. Rain date is
Saturday, October 14, 2017. Recommended in Committee 2-0.
8. Consider request from Kiwanis Club to waive any and all fees
associated with the Kiwanis Community Day event. Recommended
in Committee 2-0 to not waive all fees. The security deposit will be
applied per item 6 above.
9. Consider a Temporary Community Event Application for the
Kiwanis Holiday Parade and Tree Lighting Ceremony on Friday,
December 1, 2017 from 6:00 pm to 9:00 pm. Bridge Street being
closed from Church Street to Starr Street. Recommended in
Committee 2-0.
10. Consider request from Kiwanis Club to waive any and all fees
associated with the Kiwanis Holiday Parade event. Recommended
in Committee 2-0 to not waive all fees. The security deposit will be
applied per item 6 above.
11. Consider a Temporary Community Event Application for the Walk
MS 2017 event on the Schuylkill River Trail on Sunday, April 30,
2017 from 5:00 am to 3:00 pm. Bridge and Main Street Parking lot
to be closed from 5:00 am to 3:00 pm. Recommended in
Committee 2-0 on the condition that the Certificate of Insurance is
received prior to issuance of the Permit.
12. Consider a Temporary Private Event Application for an outdoor
fireworks display at The Foundry on Friday, May 12, 2017 at
approximately 9:30 pm. Recommended in Committee 2-0 on the
condition that the applicant coordinate with the Fire Chief regarding
what fireworks may be used. Seconded by Ms. Dugan. Motion
passed 2-0.
B. Policy Committee – (Dalton, Doherty. Soto)
1. Consider scheduling and advertising a Public Hearing for a
proposed Ordinance Amendment to Chapter 15 ”Motor Vehicles”.
Recommended in Committee 3-0.
C. Police and Personnel Committee – (Doherty, Kuznar, Ewald)
1. Consider a Resolution authorizing Officers Anthony Duchnosky and
Anthony Gray to take the Corporal’s Test in accordance with the
Borough of Phoenixville Civil Service Regulations. Recommended
in Committee 3-0.
D. Infrastructure Committee – (Ewald, Dalton, Kovaleski)
1. Consider recommendation to install a four foot high perimeter fence
along the Bridge Street side of the Borough Parking Lot.
Recommended in Committee 2-0.
E. Finance Committee – (Dugan, Kuznar, Ichter, Kovaleski)
1. Consider approval of the 2016 Pre-Paid dated 2/12/2017 –
3/10/2017 in the amount of $18,883.09. Recommended in
Committee 3-0.
2. Consider approval of the 2017 Pre-Paid dated 2/12/2017 -
3/10/2017 in the amount of $902,112.71. Recommended in
Committee 3-0.
3. Consider approval of the 2017 Pre-Paid ACH dated 2/28/2017 in
the amount of $7,944.48. Recommended in Committee 3-0.
4. Consider request from RVB for Scope of Work additional fees
request in the amount of $6,470.00 for the Richards Lane
Transformer Replacement. Recommended in Committee 3-0.
5. Consider a Resolution approving the submission of an application
for a Chester County Community Revitalization Program (CRP)
Grant for water line replacement. Recommended in Committee 3-0.
