A. Review ZHB Application from Phoenixville Enterprise, LLC (Taco Bell)
regarding variance request to the Borough’s Zoning Ordinance to install
internally illuminated signs and to determine whether to send Borough
representation to the April 19, 2017 Zoning Hearing Board Meeting.
B. Consider the Borough Engineer’s recommendation to reject all bids
received to replace the Borough-owned transformer at the Richards Lane
Pump Station and authorize Staff to rebid the project.
C. Consider the Borough Engineer’s recommendation to award the new
Streets Department Facility base bid and Alternate Bid Numbers 1,2,5,8
and 9 to SMJ Contracting, Inc. in the amount of $2,115,338 as the lowest
responsible bidder.
XI. Resolutions
A. Consider a Resolution Supporting the Circuit Trails of the Greater
Philadelphia Region.
B. Consider scheduling and advertising a Public Hearing to consider a
Resolution approving the transfer of PLCB Restaurant Liquor License No.
R-1833 into Phoenixville Borough for Giant Food Stores, LLC acquired
through a public auction conducted by the PLCB in October 2016.

Street and Church Street to be closed from 8:00 am to 6:00 pm and
using the three Fire Police on Prospect Street. Rain date is
Saturday, October 28, 2017. Recommended in Committee 3-0.
2. Consider a Temporary Community Event Application for the 2017
Bark for Life in Reeves Park on Sunday, April 9, 2017 from 10:00
am to 4:00 pm. Recommended in Committee 3-0.
3. Consider Temporary Community Event Application for Recreation
Department Halloween Parade on Tuesday, October 24, 2017 from
7:00 pm to 8:00 pm. Bridge Street to be closed from Church Street
to Starr Street from 6:00 pm to 8:00 pm. Rain date is Thursday,
October 26, 2017. Recommended in Committee 3-0.
4. Consider Temporary Community Event Application for the Annual
Dogwood Festival from May 15 through May 20, 2017 (6:00 to
10:00 pm Mon - Fri) and (12:00 Noon to 10:00 pm on Saturday).
Streets to be closed are 2nd and 3rd Avenue between Main and
Starr Streets throughout the event. The 200 and 300 Block of
Bridge Street and Main Street from Bridge Street to 5th Avenue at
11:00 am on Saturday, May 20, 2017 for the parade.
Recommended in Committee 3-0.
5. Consider Temporary Community Event Application for the Annual
Carnival For A Cure and 5K Run from September 21, through
September 24, 2017 5:00 pm to 10:00 pm (21-23 September) and
1:00 to 7:00 pm on (September 24). Streets to be closed are 2nd
and 3rd Avenue between Main and Starr Streets throughout the
event. Recommended in Committee 3-0.
6. Consider Temporary Community Event Application for 2017
WuffJam in Reeves Park on Saturday September 16, 2017 11:00
am to 6:00 pm. Rain date is Sunday, September 17, 2017.
Recommended in Committee 3-0.
7. Consider Temporary Community Event Application for Irish Festival
Phoenixville on Saturday September 16, 2017 from 11:00 am to
9:00pm. Bridge and Main Street Parking Lot to be closed from 8:00
am to 10:00 pm. Recommended in Committee 3-0.
8. Consider Temporary Community Event Application for Art Festival
on Sunday, June 4, 2017 10:00 am to 5:00 pm. 200 Block of Bridge
Street between Main Street and Gay Street to be closed from 8:00
am to 7:00 pm. Recommended in Committee 3-0.
9. Consider Temporary Community Event Application for Best Psychic
Fair on Saturday, September 9, 2017 10:00 am to 6:00 pm. Bridge
and Main Parking Lot and Main Street between Bridge Street and
Church Street to be closed from 7:00 am to 8:00 pm and using the
three Fire Police on Prospect Street . Rain date is Sunday,
September 10, 2017. Recommended in Committee 3-0.
10. Consider Temporary Community Event Application for Run by the
River on the Schuylkill River Trail on Saturday, May 13, 2017 from
7:00 am to 11:00 am. Recommended in Committee 3-0.
11. Consider Temporary Community Event Application for Phoenixville
VegFest on September 30, 2017 from 12:00 pm to 5:00 pm. 200
Block of Bridge Street between Main Street and Gay Street to be
closed from 10:00 am to 6:00 pm. Rain Date on Sunday, October 1,
2017. Recommended in Committee 3-0.
12. Consider a Temporary Community Event Application for
Phoenixville Farmer’s Market from May 6, 2017 through April 28,
2018 on Saturdays from 7:30 am to 2:30 pm. Food trucks to park
parallel on the north side of Mill Street on the west side of the
Veterans Gay Street Bridge per the attached map. Recommended
in Committee 3-0.
13. Consider a Temporary Community Event for the Borough of
Phoenixville Fireworks display at Friendship Field on Tuesday, July
4, 2017 from 6:00 pm to 10:00 pm. Rain Date is Sunday, July 9,
2017. Fillmore Street to be closed from Franklin Avenue to South
Street and Franklin Avenue from Grant Street to Fillmore Street
from 6:00 pm to 10:30 pm. Recommended in Committee 3-0.

1. Consider scheduling and advertising two Community Forum
meetings during 2017.
2. Consider recommendation to assign the Borough Manager with
chairing a Task Force to develop a strategy regarding affordable

in the amount of $616,896.13. Recommended in Committee 3-0.
C. Consider approval of the 2017 Pre-Paid ACH dated 1/31/2017 in

D. Consider Budget Increase 2017-002 in the amount of $13,782 from
Water Fund Balance to Water Treatment (Engineering) for
engineering services needed for PA DEP permit renewal.

E. Consider Infrastructure Committee recommendation to move
forwarded with the 2017 street paving projects under the High
Priority category at an estimated cost of $363,000 from Fund
