Old Business

Legal Matters

Mr. Brennan reported that in the Ozorowski case, the Township has filed its brief for recovery of expenses in this matter.

New Business

Audit of Tax Collector Accounts for 2013

Motion. On a motion by Ms. Majewski, seconded by Mrs. Cohen, and passed, the Board of

Supervisors accepted and approved contracting with the auditing firm of Barbacane, Thornton & Company to audit the Schuylkill Township Tax Collector accounts for 2013 at a cost of about three thousand, nine hundred dollars ($3,900.00).

Contract for Additional Services from Barbacane Thornton & Company

This matter was tabled by the Board until the March 2014 meeting.

Speaker Fee – September Residents’ Forum

Motion. On a motion by Ms. Majewski, seconded by Mrs. Cohen, and passed, the Board of

Supervisors approved the payment of a speaker’s fee in the amount of one thousand dollars ($1,000.00) to Michael McGrath, host of WHYY’s You Bet Your Garden, to present at the Township’s September Resident’s Forum at the Phoenixville Country Club.

Presentation & Discussion: Historical Commission Phase II Survey Data

This matter was tabled by the Board until the March 2014 meeting due to Mrs. Momyer’s inability to attend because of weather-related issues.

Discussion: Environmental Advisory Council (“EAC”)

Jerry O’Dell and Steve Kunz of the township EAC addressed the Board on the matter of re-appointing Marlou Gregory to the EAC; both stating that her experience and knowledge base were invaluable tools that the EAC would like to keep on the Council. Discussion ensued.

Motion. Mr. Handforth moved to reappoint Ms. Gregory to the Schuylkill Township Environmental Advisory Council; there was no second and the motion died.

Phoenixville Area School District (“PASD”) Request to Meet with Township Consultants

Motion. On a motion by Ms. Majewski, seconded by Mrs. Cohen, and passed, the Board of

Supervisors approved the request of the PASD to meet with Township Consultants.

Resolutions / Ordinances

Resolution #2014-07: Authorizing Application to the 2014 Chester County Planning Commission Vision Partnership Grant Program for the “Freedom Trail” Feasibility Study

Motion. On a motion by Mrs. Cohen, seconded by Mr. Morrisson, and passed, the Board of Supervisors accepted and approved Resolution #2014-07 authorized the application to the 2014 Chester County Planning Commission Vision Partnership Grant Program for the “Freedom Trail” Feasibility Study.

Ordinance No. 2014.01: An Amendment to An Ordinance Creating An Historical Commission

Motion. On a motion by Mr. Morrisson, seconded by Mr. Handforth, and passed, the Board of Supervisors accepted and enacted Ordinance No. 2014-01: An Amendment to An Ordinance Creating An Historical Commission Decreasing the Membership of the Commission from Twelve (12) Members to Nine (9) Members and Two (2) Alternates.

Subdivisions/Land Development

Escrow Release #5: Spring Meadows (McCann Trailer Park)

Motion. On a motion by Mr. Handforth, seconded, and passed, the Board of Supervisors approved and granted Escrow Release No.5 for the Spring Meadows (McCann Trailer Park) project in accordance with the recommendation of the Township Engineer, Gilmore & Associates, Inc. in their letter dated January 30, 2014 (File No. 98-0616T).
